I have experienced and been surrounded by death most of my life, losing a family member every year for 18 years strait. (As you can imagine, I have very little family left). I always assumed it was a loved one dropping in to say hi or check on me, so I was never really bothered by them. If I do feel a little uneasy (I do at times), I simply tell them to go away and come back later. I must admit though, there could be many possibilities of what shadow people are.
